Anna says no separate Citizen's Charter, seeks Mamata's help

Anna Hazare on Wednesday found fault using the government for bringing a different Citizens' Charter bill saying it absolutely was from the assurance given by Parliament to him and urged Trinamool Congress chief Mamata Banerjee to pressurise UPA on Lokpal issue as she did on FDI in retail.

"Citizens' Charter should not be brought being a separate law. Seeing that Parliament has made its decision why must a second thought be provided with. This is simply not right," he told reporters.


His comments came as Team Anna's Core Committee met here to chalk out its future plans, like the proposed Ramlila Maidan agitation, in case a strong Lokpal Bill is not passed within the ongoing Winter Session of Parliament.


Hazare chaired the meeting that's expected to please take a final ask his decision to go on an imprecise fast from December 27.


"Yesterday there is a Cabinet meeting to go over Lokpal. Through the meeting the Cabinet discussed making Citizens' Charter a different law i think is completely wrong," he said in front of the meeting.


"It is wrong because once i was fasting at Ramlila Ground, the top Minister wrote directions asking me to finish the fast assuring how the three crucial points -- inclusion of Citizens' Charter, lower bureaucracy and state Lokayuktas -- will be part of the Bill and Parliament consented to it," he stated.


Hazare said the decision to produce a separate law wasn't soon after Parliament taking a decision for the issue. "This means Parliament wasn't trusted. It had been Parliament that voted for the resolution and they say Anna doesn't have trust in Parliament. It really is they who don't trust Parliament."


Hazare requested "behen" (sister) Mamata Banerjee to "put a fantastic word forward" for Lokpal to ensure that corruption is eradicated at some level as her decision on FDI protected many small traders.


"She (Mamata) has done an awesome part of case of FDI for the country. Her decision protected many small traders. Our request is the country which is facing such huge threat of corruption should get Lokpal that will eradicate 60-70 % in the menace or else 100 per cent.


"Our request to 'behen' Mamata is you should also put a fantastic word forward for Lokpal to ensure that corruption is eradicated somewhat," Hazare said.


The two-day Core Committee, chaired Hazare, comes soon after the activist's day-long fast to protest against the "watered-down" directory Lokpal Bill through the Parliamentary Standing Committee.


The Core Committee can also be prone to discuss how to just do it using campaign within the five poll-bound state if situation warrants.


Sources said the Core Committee will likely deliberate around the mode of Ramlila agitation like whether Hazare should lay on a fast you aren't and the way to mobilise support for the protest, which will be held during the height of winter.


There are also concerns about Hazare's health insurance every one of these factors will probably be considered while seeking the protest mode, sources said.


Hazare has increased attack on government on the issue bringing Prime Minister Manmohan Singh and Congress leader Rahul Gandhi on direct line of fire, saying the first kind won't take any decision and the latter watering around the proposals.


Congress has been insisting that Hazare should wait until Parliament passes into your market before going on a protest.


The cabinet, with a meeting chaired by Pm Manmohan Singh, on Tuesday approved the Judicial Standards and Accountability Bill, the Grievances Redressal Bill along with the Whistleblowers' Bill.


The Grievances Redress Bill, 2011, seeks to check on graft in lower levels of administration and set standards for time-bound public service and grievance redressal from panchayats to government departments.

These bills were cleared at the same time Hazare has demanded that grievance redressal needs to be the main Lokpal bill along with the judiciary should also be created the ambit in the anti-graft ombudsman.
